EBRD Capacity building workshop on Environmental, Health and Safety and Social Policies

The European Bank for Reconstruction and Development (EBRD) is financing capacity building workshops for environmental and social consultants in its areas of operation. The workshops focus on:

  • The EBRD’s environmental, health and safety, and social (EHSS) policies, procedures and due diligence requirements, including project monitoring,
  • A summary of the International Financial Institution (IFI) banking and investment processes, clarifying the differences in the environmental and social requirements related to different investment types,
  • The legal mechanisms through which the EBRD and others IFIs agree on, covenant, and ensure actions that are designed to manage risk and drive compliance with their respective policies,
  • Sector-specific EHSS issues faced by IFI clients, and
  • Basic EHSS consulting skills, including the contracting requirements of the EBRD.

The workshops are organized and facilitated by a consortium led by Monkey Forest Consulting Ltd., supported by the Regional Environmental Center for Central and Eastern Europe (REC) and include senior international environmental, social and health and safety experts. They have been held during 2015 in Bosnia and Herzegovina, Albania, FYR of Macedonia, Croatia, Serbia, Turkey and Ukraine and in the week of Sept.14 in Mongolia.

The workshops use the knowledge and experience of the facilitators and participants to clarify requirements and identify challenges related to implementing the EBRD’s 10 Performance Requirements in the specific region. They are based on three distinct, yet complementary groups of sessions over five days:

  • The first two days were targeted more specifically to project managers, owners and managers in national consulting companies.
  • Days three and four have a more technical focus with sessions on environmental, health and safety and social topics commonly encountered in EBRD projects.
  • The fifth day includes presentation and discussion of case studies with an EBRD client, facilitated by senior EBRD specialists.

The trainers include:

Gary MacDonald, MFC principal

Gary has helped clients on four continents since the early 1990s engage with communities undergoing complex social change. A former journalist, he has also provided senior counsel in the area of corporate social responsibility and social performance management to a wide range of clients, including senior management teams of natural resource and development companies working in developing economies. Since forming Monkey Forest Consulting in 2002, Gary has helped dozens of extractive companies understand and manage company/community dynamics and helped build strong relationships between communities and companies throughout the world. His work has taken him to both Congos, Burkina Faso, Liberia, Guinea, Ethiopia, Mauritania, Turkey, Mongolia, Uzbekistan, South Africa, Madagascar, Peru, Chile, Panama, Guatemala, Bolivia, Indonesia, Vietnam, the Philippines, Canada, the United States, Sweden and New Caledonia, among others. From 2000 to 2002 he was the first director of social development for Newmont Mining Corporation, where as a member of the senior management team he was instrumental in developing the company’s global policies in the areas of human rights and community engagement and represented it on international initiatives focused on human rights and building transparency. He has direct experience as a line manager in extractive mega-projects encountering conflict. Gary’s recent experience includes numerous IFC PS-based bank reviews for independent engineering assessments for mining projects.

Greg Radford, M.Sc.

Greg has over 20 years environmental consulting and banking experience reviewing and writing project Environmental and Social Impact Assessments (ESIAs), project Environmental and Social Action Plans, and corporate Environmental Management Systems (EMS). He is the former Director of the Environment, Social and Governance Department at the International Finance Corporation (World Bank Group) where he was the lead environmental expert and responsible for ensuring effective environment, social and governance risk management on hundreds of IFC investments annually through the application of the IFC Performance Standards and World Bank Group Environment, Health & Safety (EHS) Guidelines. He is also the Past-President of the International Association for Impact Assessment (IAIA), which is the leading global network on best practice in the use of environmental impact assessment, environmental permitting and policy development.

Paul Lawrence, Social Impact, Stakeholder Engagement and Labor Specialist

Paul has more than 15 years’ experience as a social impact and stakeholder engagement consultant. He has designed and implemented work plans for Social Impact Assessment studies and stakeholder engagement programs to comply with international best practice; he has developed and implemented training programs on these subjects for client staff. Paul has devised his own framework for auditing socio-economic and public consultation components of both greenfield and existing industrial facilities in Russia, Kazakhstan, Armenia, Georgia, and Uzbekistan to verify compliance with the Equator Principles, the IFC Performance Standards, and the Performance Requirements of the EBRD. He has also conducted labor assessments in Belarus and Russia as part of due diligence in project finance. Paul is a fluent Russian speaker and lived in Russia and the South Caucasus for over four years.

Dave Rogers, PhD MBA CIH CMFOH CEnv

Dave is a experienced, professional occupational hygienist, trainer and HSE specialist. He has worked in a wide range of industry sectors (including oil & gas, chemical, power, transportation, nuclear, manufacturing, heavy engineering, metal processing, international banking, biosciences, pharmaceutical, and disaster recovery) in over 40 countries. Throughout his career, he has been a strong advocate for a holistic approach to health and safety and wellness in workplaces. His experience includes working in senior roles on high-profile projects under significant public scrutiny. Examples include: HSE Manager for the construction of a large coal-fired power station in South Africa; Project Manager for environmental, health and safety studies prior to the redevelopment of the oil and gas fields in Azerbaijan; and Lead Investigator for a fatality investigation in the Philippines.

Janis Shandro, PhD Mineral Engineering and Public Health

Janis has a PhD in mining engineering from the University of British Columbia Norman B. Keevil Institute of Mining Engineering, with co-supervision from the School of Population and Public Health. She specializes in training and education (with 13 years post-secondary educational delivery experience) in addition to mitigating socio-economic and health impacts associated with extractive projects in a variety of contexts (in both developing and developed nations with a focus on Indigenous Peoples). Her expertise includes: the health of Indigenous and rural/remote communities in relation to Extractive Industry (EI) development; the social and health performance of the global EI sector; the Equator Principles/International Finance Corporations Performance Standards on Environmental and Social Sustainability; Health/Social/Environmental Impact Assessment; artisanal and small-scale mining; environmental and social determinants of health; and knowledge translation. Janis is currently Chair for the Canadian Institute of Mining, Metallurgy and Petroleum’s (CIM) Journal for Environmental and Social Responsibility and a CIM strategic task force member representing the Environmental and Social Responsibility Society.

Ruslan Zhechkov Senior Expert, EU Environmental Policy

Ruslan has 15 years’ experience delivering EU environmental policy, including those relevant to the operation of EBRD. Ruslan has provided expert input and training in the fields of environmental infrastructure, water, waste, climate change, eco-innovation and resource efficiency. He has successfully managed international environmental projects and has a deep understanding of the consulting market in Central and Eastern Europe. Ruslan has worked on a number of policy and institutional assignments with the World Bank, the OECD and the European Commission.

Jennifer Burt Davis, Livelihood Replacement

Jennifer specializes in livelihood replacement related to physical and economic displacement. She has worked in the development and with extractive industry organizations for more than 20 years, specializing for the last five years on systematic social performance engagement, including stakeholder engagement, strategic social investment, resettlement, and social planning and program development. Jennifer helped the Ambatovy nickel cobalt mining and refinery joint venture in Madagascar through its construction phase and its transition from construction to operations. She spearheaded the organization’s long-term sustainability planning for the 29-year Operations phase.  She advises and directs teams carrying out complex resettlements or their components and managed an independent review of a multi-site resettlement process from its inception, through design and final report. She has designed grievance mechanisms, implemented IFC-conforming social performance programs as well as designed and assessed stakeholder engagement activities, ecosystem services, strategic social investments and social management systems. Jennifer’s extractive industry work is informed by a strong international development background, with 16 years’ experience in natural resource management, agricultural extension, microcredit, and environmental and adult education. With significant experience in monitoring and evaluation, as well as applied research, she has competencies in project planning, training, facilitation, and human resources management.
